For this type of thing, I use GIF Construction Set Professional. Your avatar is known as an animated GIF, which just means more than one .gif file that displays one after the other. Check out this tutorial (http://www.animationfactory.com/tutorial.html) for more info.

I use PhotoShop for more involved things. PirateNut is the guy to ask the technical questions - he's a real professional - I just play with these things until I get lucky - or give up.
