To date, only one pitcher has finished with as many as 150 career wins despite hurling fewer than 2,000 innings. Who is he?

OK, time for some hints...

In his 87 relief appearances, he was just 11-16 in bullpen decisions.

The last 4 of his 1,967.1 career innings came with the St. Louis Browns.

His career record as a starter is 139-67.
