Can't get the who question in the space I have there

Here it is:

To preserve Social Security, do you think that government should offer special incentives to get people to work longer?

How about an incentive for some people to work at all?

And another incentive to keep Congress from spending money out of a fund that congressmen and women don't even contribute to! ... Like this incentive: Spend one penny from the SS fund on anything other than social security, and your term in Congress is over that very instant.
