Who is the only pitcher to ever win the Cy Young award without having a complete game that year??

Mike Marshall, 1974. Actually this could be considered a trick question because closers have won the Cy Young and never got a CG. But since Marshall pitched over 200 innings and having 21 saves I think he would be considered a starter.

I apologize for not writing this question correctly....

It should have been asked:
Who is the only starting pitcher to ever win the Cy Young award without having a complete game that year??

Marshall was not considered a started in 1974....He did not start 1 game that year......
