What pitcher holds the ML record for the most consecutive years of finishing the season with an ERA of at least one run below the league average?

If my memory serves me, I think Maddux did it a couple of times. Don't know if he's the one you're lookling for, though.

Nope, not Glavine. Maddux has the record with 11 consecutive years. His streak was broken last year when he posted a 3.96 and the league average was 4.28. No one else has had more than 6 straight years and only 5 have done that. Seven more have done it 5 years in a row.

mussina's done it in 8 of the past 10 seasons and in the 2 years he didn't do it he won 18 and 19 games

How is Pedro not on that list?
I'm sure his ERA for the past 5 years has been far under league average.

If I am reading the question correctly, Pedro should be on the list as he has done it in the past 7 years.
1997 - 1.90 (4.21)
1998 - 2.89 (4.61)
1999 - 2.07 (5.07)
2000 - 1.74 (4.97)
2001 - 2.39 (4.53)
2002 - 2.26 (4.42)
2003 - 2.22 (4.71)

Kinda stupid. His ERA dwarfs that of some on the list.

That may be the reason, as he did not have enough innings that season to qualify for the ERA title.

I went back and checked my source and the reason given for Pedro was indeed that he did not have enough innings in '01 to qualify.
And the list was comprised about a week before the end of '02. And it was pointed out that Randy Johnson was poised to move into the group with 6.
