ANAHEIM, Calif. (Sports Network) - Pitcher Angel Garcia was picked first overall by the Arizona Diamondbacks (news) in baseball's Rule 5 Draft on Monday, but moments after it was over he was traded to the Tampa Bay Devil Rays (news) for cash considerations.
The 21-year-old Garcia, a 6-7 righthander, was taken out of the Minnesota Twins (news) organization. He was Minnesota's fourth-round selection in the 2001 June Draft, and has pitched in parts of four seasons in the Twins' organization, going 8-8 with a 3.57 ERA in 42 games (24 starts). During his pro career, Garcia has struck out 146 batters in 126 innings.
Only 12 players were selected during the major league phase of the Rule 5 Draft.
Kansas City selected lefthander Andrew Sisco from the Chicago Cubs (news)' organization with the second pick. Sisco, who is also tall at 6-9, allowed just 65 walks while recording 134 strikeouts at Daytona last season. He was 4-10 with a 4.21 ERA.
Teams whose players are selected in the first round by other clubs received $50,000 per player. The players must remain on the new club's 25-man roster for the entire 2005 season or be offered back to their parent organization for $25,000.
The Rule 5 draft can be difficult to understand for someone who does not follow baseball, but here is the shortened version. A player who is 18 when he's signed can spend four seasons in an organization before he has to be protected. Anyone who is 19 or older must be protected after three years. Once past that time of service, a player must be put on the 40-man roster if that team wants to keep him from becoming eligible for the Rule 5 draft.
Several players selected through the Rule 5 Draft have succeeded in the past, most notably 2004 American League Cy Young Award winner Johan Santana. Other prominent players selected through the Rule 5 Draft include pitchers Antonio Alfonseca and Matt Mantei, second baseman Fernando Vina and outfielder Jay Gibbons.
