too bad they couldnt get it right the first time. suspensions begin on the first offense (only 10 games, but hey, its better than taking 5 times to fail to get suspended like the old agreement)

i know its not as strong as some want, but really, this is a great start and I think in the next agreement it will be reduced to 3 times to get suspended for the full season. which is all that is really needed. I dont want some stupid policy like the Olympics athletes have. thats too draconian.

NEW YORK (AP) - Saying it wanted to restore confidence in the game, baseball rolled out a tougher steroid-testing program Thursday that includes penalties for first-time offenders and random, year-round checks.
I've been saying for some time my goal for this industry is zero tolerance toward steroids," baseball commissioner Bud Selig said.
A first positive test would result in a suspension of up to 10 days, a second positive test a 30-day ban, a third positive a 60-day penalty, and a fourth positive test a one-year ban.

Ok the question I still have is even though this is tougher do they still have a 30 day notice when they are getting checked or is it a no notice deal...
I cant seem to find anything that says anything about this. If they still get a notice then why bother....

In the new agreement, there's no point in time during the season when anybody can be 100 percent sure that they won't get tested. It should be a real deterrent for guys who want to do anything."
This quote by a senior member of the union, leads me to believe the testing would be unannounced. As well it should be.
Another quote by a rocket scientist:
Mike Stanton, a Yankees pitcher and a former union representative, said he believed the existing drug policy was adequate.
"Guys that were in question before around the league, you could tell that they just simply weren't as big as they were in the past," he said in a telephone interview.
Still, Mr. Stanton said, there was no compelling reason not to strengthen the policy.

The players can fail up to 5 times and can still play ball in the major leagues. its a joke! But its better than before I guess.

It's so much better than the joke of a policy that was in place before. I just don't understand why it took so long? Well, other than HRs + fans = $$$...
... i just don't know why?
I wonder what this is going to do to the 50 hr season?
