Lets say you were the big boss of hockey and this year you would decide the deal (cap, salary, tax etc) what would you do to get Hockey bakc on its feet?

I would make a salary cap of 45 million, nothing higher or lower. No player can be paid over 6 million. Plus there would be rules on the ice.

a) i think a luxury tax would be the best thing. but a tax so stringent that its like a de facto cap. say 100% for over 45 million. (so if you had a salary of 50 million, you'd have to pay 5 million in tax)

b) use international rules.

c) cut the pads of the goalies by 25%.

1) Lower beer prices at all stadiums by 30%

2) More nachos per order

3) All soft pretzels must be served steaming hot

4) Free refills on soda

I feel these changes would really open up the game and draw more fans.

I would contract the league by 2 teams, down to 28 teams. (Anaheim & Nashville would be the most likely to go.)
The remaining teams would be split into 2 divisions..Premier or #1, and a second division.
The top 14 teams would play for the Stanley Cup...8 teams make playoffs
The second tier 14 teams would play for a newly created trophy..my suggestion might be the Howe Cup.....8 teams make playoffs.
The top 2 teams in group #2 would move up the next year...the bottom 2 teams in group #1 would drop down the next year.
(English soccer-style promotion/demotion)
The salary cap would be the same for both divisions....40 million soft. A luxury tax would penalize teams up to the "absolute" cap of 48 million, at the following rates: 40.1-42 million..50% 42.1-44 miliion...60% 44.1-46 million..80% 46.1-48 million...100%.
All luxury taxes go to a league-wide equalization fund.
TV revenues would be pooled, and equalized.
Draft would be across both divisions, with division #2 getting picks prior to division #1.( First place division #2 team gets pick just before 14th place division #1 team)
Rule changes.
No red line.
Tag-up offsides.
No-touch icing.
Goalie equipment size reduced 25%.
Match penalty for third obstruction penalty in a game.
Five minute penalty for ANY high sticking infraction.
Match penalty for drawing blood with a high stick.
Match penalty for fighting.
Match penalty for third roughing penalty in a game.
No instigator penalty.
Allowed to bodycheck out-of-crease goaltender.
Five minute penalty for crashing net.

Just some ramblings from an old guy who has seen much better hockey than we have now....
