Fed up with Per Se, Nobu or Le Bernardin?

Then maybe it's time to try Hallo Berlin, which yesterday won the Vendy Award for the top street-vendor food in New York.

Accepting a foot-high silver loving cup was chef-owner Rolf Babiel, who has been delighting customers with his food at Fifth Ave. and 54th St. for 25 years.

Grinning from ear to ear before a crowd of about 300 in an E. Fourth St. vendor garage, Babiel said, "Thank you for the opportunity to sell my German soul food in the greatest city on Earth."

One of Babiel's signature dishes is the $6 Stalin Dictator Special. "It's no choice. You take what I give you," the East German émigré laughed. What he gives you is a combination of bratwurst, frankfurters, crusty bread and cabbage.

The runners-up were: Mohamed Abou Elin, Sixth Ave. and W. 53rd St., who specializes in gyro chicken rice dishes; Thiru Kumar, Washington Square and W. Fourth St., who serves vegan food with a Sri Lankan flair, and Tony Dragones, Madison Ave. and E.62nd St., who offers customers chicken, steak and prosciutto flavored by a secret spice.
