This is a great online tool at a even better price.

The tool lets you resize, crop, and animate up to 9 pictures with lots of other bells and whistles. This site "Baseball Addict" even has a large enough file size you can use a 9 picture avatar as long as you don't use a fancy transition from frame to frame.

I used to use PS to do my animating, but this is much easier
